Monday night's announcement by the English Federation (FA) says a Manchester City striker has "disrupted" the team's order at training camp and will not play a role on Thursday.
According to the tabloid Daily Mail, Sterling was in talks with Liverpool defender Joe Gomez during a practice session on Monday. The two championship teams battled an important match against each other in the Premier League on Sunday, beating defending Liverpool 3-1.
According to the report, Sterling "tried to grab Gomez's neck" in the dining room just moments after arriving there. The two players also clashed at the championship.
"We have decided that Raheem will not be a member of the team against Montenegro. One of our greatest strengths is that we can put aside club interests in the squad, unfortunately this time after Sunday's meeting, the mood has not diminished enough," said Gareth Southgate.
The specialist added, Sterling, who has scored eight goals in the European Championship Qualifier, is still on the field and does not rule out a move to Kosovo on Sunday.
